Subject to a background/suitability investigation. DUTIES:
This position is located in the National Center for Patient Safety at the VA Medical Center in White River Junction, VT. Duties include but are not limited to the following:

  • Assisting in the execution of national patie! nt safety quality improvement projects and national program evaluations;
  • Performing literature searches and preparing articles for publication in medical and scientific journals;
  • Managing and coordinating information from multiple projects and programs and interacting with physicians, nurses, and patient safety managers nationwide;
  • Managing the distribution and collection of survey documents;
  • Coding data based on predetermined parameters;
  • Preparing project administrative status reports for national patient safety programs;
  • Retrieving data sets from various repositories using software such as ProClarity Cube, Excel, Word, etc.;
  • Reviewing data sets and resolving inaccuracies in preparation for statistical analysis;
  • Configuring data into Statistical Analysis System (SAS) format;
  • Performing univariate statistics (mean, range, etc.) and statistical analyses (T-tests, chi-squares, standard deviations! , etc.);
  • Creating tabular and graphical presentations of data ! for reports and manuscripts;
  • Scheduling and managing Microsoft Outlook Live Meetings;
  • Performing related duties as required.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

NOTE : This is a TERM appointment (not-to-exceed 2 years). A term appointment is a non-permanent appointment expected to last longer than one year, and can be extended non-competitively for a maximum of four years. Typically, the employing agency hires the term appointee for work of a specific project. Term appointments are non-status, and nonpermanent appointments. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage.

BASIC EDUCATIONAL REQUIREMENT: Success! ful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study related to the health sciences or allied sciences that is appropriate to the work of the position. You must submit transcripts to support this requirement.

AND

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to and essential for satisfactory performance of the job). Selective placement factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The selective placement factor for this position is: Experience with healthcare quality improvement or patient safety projects in a multi-facility hospital based setting. This experience must be detailed in your resume to receive credit.

EXPERI! ENCE REQUIREMENT: One year of specialized experience that equipped ! you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 level in Federal service. Examples of related experience include: participating on health care quality improvement or patient safety projects in a multi-facility hospital based setting; using Statistical Analysis System (SAS); configuring data into SAS compatible formats; programming SAS to perform statistical analyses based on end user needs; performing basic univariate statistics (mean, range, etc.) and interpreting statistical analyses (T-tests, chi-squares, and standard deviations); conveying information and expressing ideas clearly and precisely; contributing to published manuscripts; performing literature searches; performing research regarding clinical and patient safety; and using Microsoft Office and citat! ion management software. Your experience must be detailed in your resume to receive full credit.

OR

SUBSTITUTION OF EDUCATION: A master's degree, equivalent graduate degree, or two years of progressively higher level graduate education leading to such a degree that provided the knowledge, skills, and abilities necessary to do the work of the position may be substituted for the experience required at the GS-09 level. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. If you are using education to qualify, transcripts are requested.

OR

COMBINATION: A combinat! ion of specialized experience and progressively higher level graduate e! ducation as described that demonstrates your ability to perform the duties of this position may be substituted for the experience required at the GS-09 level. To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. (If you qualify by a combination, your experience must be detailed and transcripts are requested.

Two Quality Ranking Factors have been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. Quality ranking factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Qualit! y ranking factors will not be used for screening , but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor.

The quality ranking factors for this position are:
  • Formal Statistical Analysis System (SAS) training;
  • Working knowledge of ProClarity, Microsoft Office, and EndNote (or similar software).

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

  • Skill in managing computerized data and performing statistical analyses.
  • Ability to communicate clearly both verbally and in writing.

  • Knowledge of medical terminology, health care delivery, and patient safety as it rela! tes to the delivery of health care services.
PHYSICAL REQ! UIREMENTS: The work of the position is sedentary. Typically, the Health Science Specialist sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers or books, or driving an automobile. No special physical demands are required.

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position includ! ing all selective factors, and who are proficient in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
