KEY REQUIREMENTS

You will be subject to a background/suitability investigation.

DUTIES:
The Health Technician is a member of the health care! team who functions in a self-directed manner, displaying initiative and good judgment. S/he will possess knowledge and skill to carry out a full range of clerical and patient care duties. The position is located at the Veterans Administration Medical Center in White River Junction, VT. Duties include but are not limited to:

Obtaining vital signs; Performing electrocardiograms (EKGs);

Performing finger-stick blood sugars monitoring and phlebotomy duties;

Transcribing a variety of physician's orders involving patient activities, diet, and nursing orders, in a timely basis to various charts;

Performing basic treatments such as changing dressings, applying slings/splints, administering enemas, etc.;

Scheduling appointments, entering orders, and escorting patients to other departments;

Answering patient call lights;

Able to keep the White Board in the Bed Management Solution system current and accurate;

Ori! ents new staff members as to policies and procedures unique to each war! d;

Operates various equipment including computers, printers and is able to provide basic trouble shooting;

Transports laboratory specimens to the lab;

Using a variety of computer based programs to document patient information, prepare correspondence, enter data, etc.;

Performing other related duties as assigned.

WORK SCHEDULE: Rotating shifts Monday - Friday and every other weekend depending on needs of service.

DESIGNATED

DRUG-TESTING POSITION:
Applicants tentatively selected for
VA employment in a testing designated position are subject to urinalysis to
screen for illegal drug use prior to appointment. Applicants who refuse
to be tested will be denied employment with VA. Applicants will not be
appointed to the position if a verified positive drug test result is received.

QUALIFICATIONS REQUIRED! :
ENGLISH LANGUAGE PROFICIENCY:
In accordance with 38 U.S.C. 7402(d), No person shall serve in direct
patient care positions unless they are proficient in basic written and spoken
English. You must be proficient in basic written and spoken English in order to
meet the requirements of this position. The English Language proficiency
statement appears as a Selective Placement Factor on the Assessment
Questionnaire.

Selective Factors are skills, knowledge or other worker characteristics
basic to - and essential for - satisfactory performance of the job and are a
prerequisite to appointment. Selective factors represent minimum requirements
for a position, and applicants who do not meet it are ineligible for further
consideration.

AND

REQUIRES:
One (1) year of specialized experience that
equipped you with the particular knowledge, skills, and abilities to perform
successfully the ! duties of the position. And that is typically in or related to
the ! work of the position to be filled. To be creditable, specialized experience
must have been equivalent to at least the next lower grade level in Federal
service.

Examples of related experience
include: performing both routine patient care and clerical support duties in a
healthcare environment; experience with computers and software applications;
ability to communicate effectively; ability to record and document vital signs,
height and weight; perform oximetry, phlebotomy and EKGÂ's; knowledge of
infection control principles; demonstrated flexibility with assignments and
ability to function independently. Your experience must be detailed in your
resume to receive full credit.

OR

SUBSTITUTION OF EDUCATION:
A bachelor's
degree or four (4) years of education leading to a bachelorÂ's degree from an
accredited institution with a major or at least 24 semester hours in a subject
area direct! ly related to this position may be substituted for the experience
required at the GS-05 level. If you are using education to qualify, transcripts
are required.

OR

COMBINATION:
A combination of specialized experience and
successfully completed post-high school education that demonstrates your
ability to perform the duties of this position. To calculate the combination of
education and experience, determine the amount of experience you have as a
percentage of the experience required for the grade level. Then determine
the amount of education you have as a percentage of the education
required for the grade level. Only education in excess of 60 semester
hours may be used to qualify. Add the two percentages; the total percentage
must equal at least 100% to qualify for the grade level. If you are using
a combination to qualify your experience must be documented in your resume and
transcripts are required! .

You will be rated on the following Knowledge, Skills, Abilit! ies and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1. Knowledge and skill in routine and special
phlebotomy techniques and procedures, including specimen collection.

2. Knowledge and ability to operate the
computerized medical record, computerized scheduling system and proper security
of the system.

3. Ability to perform nursing care duties in a
hospital, including an understanding of infection control techniques, Safe
Patient Handling techniques and simple treatment procedures.

4. Knowledge of health problems sufficient to
communicate effectively with patients/families, nursing staff and the
multi-disciplinary team.

5. Ability to communicate effectively with
individuals from diversified backgrounds.

PHYSICAL REQUIREMENTS:
Work demands sitting, standing, walking, bending,
pushing, and lifting (moderate-heavy) and stressful situat! ions. The employee
should be capable of making sound decisions and maintain composure during
highly stressful situations. Use of a computer and hand movement for
keyboarding is frequent.

Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the! position including all selective factors, and who are proficient in mo! st of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
