DUTIES:
Position is located within the Ambulatory Care Service at the Veterans Administration Medical Center in Brattleboro, Vermont. Duties include but are not limited to:

  • Performing a variety of administrative and clinical duties in support of the Ambulatory Care Service;
  • Acting as primary point of contact for patients and visitors; answering and directing phone calls; greeting and assisting visitors; and scheduling appointments;
  • Assisting with outpatient examinations, procedures, and treatments;
  • Taking and recording vital signs, weight, and height; collecting specimens; performing phlebotomy duties; performing electrocardiograms (EKGs);
  • Ordering laboratory tests and reporting abnormalities found in laboratory tests;
  • Preparing and maintaining patient medical records; posting patient data, laboratory results, and medication information to patient files and charts;
  • Verifying patient eligibility for services; coordinating care between different services;
  • Performing other related duties as assigned.
WORK SCHEDULE: Monday, Wednesday, Thursday & Friday: 8:00AM - 4:30PM, Tuesday: 10:30AM - 7:00PM

QUALIFICATIONS REQUIRED:
REQUIRES: O ne (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of Federal service. Examples of experience include: performing both clinical and administrative support duties; knowledge of various medical services/procedures; assisting with standard and diagnostic procedures; taking and recording vital signs; obtaining specimens; drawing blood by means of venipuncture; performing oximetry and glucometry; performing electrocardiograms; using various medical equipment in the performance of tests; scheduling appointments; ordering laboratory tests; preparing and maintaining patient medical records; and determining patient eligibility for services. Your experience must be detailed in your resume to receive full credit.

OR

SUBSTITUTION OF EDUCATION: One semester (usually 9 hours) of graduate education from an accredited institution in a field that is directly related to the work of this position. One year of full-time graduate education is considered to be 18 semester hours unless otherwise specified by the school. If you are using education to qualify, transcripts are required.

OR

COMBINATION: An equivalent combination of specialized experience and related graduate education as described that demonstrates your ability to perform the duties of the position. To qualify by a combination, the total qualifying experience will be calculated as a percentage of the experience required for the grade level; and the education will be calculated as a percentage of the education required for the grade level. These two percentages will be added, and the total percentages must equal at least 100 percent. If you are qualifying with a combination, your experience must be documented in your resume and transcripts are required.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1. Skill in operating medical hardware used in performance of tests and procedures to provide quality services to patients and assist physicians and nurses.

2. Knowledge of basic health care science as they relate to tests/procedures to be performed by the technician.

3. Knowledge of hospital departments and services in order to respond to basic patient care.

4. Skill necessary to provide care appropriate to the age of the patient served on his/her unit.

5. Knowledge of scheduling and clinic operating procedures, clinic profiles, clinic requirements and internal processing procedures.

PHYSICAL REQUIREMENTS: The work requires the Health Technician to be mobile throughout the Medical Center as needed, involving standing, walking, bending, pushing, and lifting (moderate to heavy). He/she should be capable of prolonged standing/walking and be physically capable of pushing equipment.

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group.
