DUTIES:
The ASSOCIATE CHIEF for NURSING SERVICE (ACNS) is responsible for ensuring fulfillment of the WRJ Mission, Vision, and Values, as well as the goals of the WRJ, VISN 1 and the Veterans Health Administration (VHA). The ACNS executes leadership that is characterized by substantial and continuous responsibility and accountability for professional nursing practice. He/she is responsible for the collaborative management of a centralized nursing service from the perspective of the organization as a whole. In collaboration with the ADNPCS, the incumbent provides leadership and vision for nursing's philosophy, development and advancement within the WRJ and ultimately society at large. The incumbent is responsible for the integrity of professional nursing practice as a discipline based in competency, scope of practice, and standards of care and performance. The ACNS, in collaboration with the ADNPCS, directs the practice and operations of professional nursing across multiple environments of care, including a hospital and its associated community based outpatient clinics (CBOCs), and a continuum of care ranging from intensive care to long term-care in the community, and home care. In collaboration with Nursing Leadership Council, the ACNS provides leadership for the development and implementation of consistent, uniform and appropriate standards for nursing practice across the WRJ VAMC. In addition, the ACNS ensures that nursing practice is consistent with nationally recognized professional standards, statutes, regulations and current nursing research findings. S/he promotes a practice environment that empowers nurses to provide effective, compassionate, and efficient nursing care. The incumbent provides leadership for nursing service in human resources development and management. The ACNS serves as a professional role model and mentor to motivate, develop, recruit, and retain future nurse administrators. The ADNPCS and ACNS(s) collaboratively serve as spokespersons for organized nursing services, and are catalysts for the integration and collaboration of nursing with other disciplines and services in the mutual achievement of patient-centered and organizational goals. The ACNS ensures appropriate allocation of human, material, and financial resources for specific functions and purposes related to patient care. The ACNS participates, at times, as a member of the WRJ executive management team. The ACNS provides a leadership role in the professional community and in governmental bodies that shape health care policy, thereby contributing to the development of the health care delivery system and better health care for society. S/he provides leadership in program(s) related to complex healthcare issues that influence the VHA mission, health care and policy development.

QUALIFICATIONS REQUIRED:
Basic requirements:
Must be a citizen of the United States.

Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).

Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia . In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.

Must be proficient in spoken and written English .

Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected. Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows:

PRACTICE:
1. Practice: uses an analytical framework, such as the nursing process, to create an environment that facilitates the delivery

of care. Coordinates and evaluates integrated programs or demonstrates clinical excellence in management of

populations groups.

2. Ethics: Provides leadership in addressing ethical issues that impact clinics and staff in or beyond the organization and

the local health care community.

3. Resource Utilization: Designs, modifies, and implements systems compatible with professional standards and with the

mission and goals of the organization to improve the cost-effective use of resources.

PROFESSIONAL DEVELOPMENT:
1. Education/Career Development: Develops staff for career progression. Forecasts new knowledge needs for changing

practice environments/populations groups. Plans, implements, and evaluates strategies to meet those needs.

2. Performance: Implements standards of professional practice and accrediting bodies, and applicable regulations.

COLLABORATION:
1. Collaboration: Demonstrates leadership in developing productive working relationships with groups in other programs,

services, academic settings and community agencies.

2. Collegiality: Contributes to the professional growth and development of colleagues and other health care providers at the

local, regional, state, or national level.

SCIENTIFIC INQUIRY:
1. Quality of Care: Provides leadership in improving and sustaining the quality and effectiveness of care in diverse or

complex programs.

2. Research: Collaborates with staff, other disciplines, faculty, and peers in developing, conducting, and evaluating

research activities and programs.

How You Will Be Evaluated:
Demonstration of leadership skill necessary to facilitate and maintain care appropriate to age related needs of patients. Ability to communicate and work cooperatively, effectively and appropriately with all services, internal and external customers. Computer literacy required, especially experience with VISTA/DHCP System and CPRS, Microsoft Word and Excel Knowledge and application of Infection Control and JCAHO Standards. Demonstrated managerial practices that include effective Labor/Management Partnership and leadership skills. Demonstrated level of performance that indicates suitability for position.

In addition to meeting the basic requirements, you must also meet the Education/Experience Requirements:

You must have one of the following education and experience in order to qualify for this positon:

Doctoral degree in nursing or related field with approximately 3-4 years of current full-time RN experience.

OR

Master''s degree in nursing or a related field with a BSN with approximately 4-5 years of current full-time experience.

OR

MSN from a Bridge program no BSN required and approximately 4-5 years of current full-time experience.

If you are a current VHA employee you must be a Nurse III (pay grade) in order to receive consideration for the Nurse IV position even if you meet the education requirements.
